AND IF YOU SEE IN FRONT OF YOU, WE HAVE PACKETS WITH AN UPDATED LEASE AGREEMENT THAT'S SLIGHTLY DIFFERENT THAN WHAT WAS IN THE ORIGINAL PACKET. AND I'LL JUST BRIEFLY KIND OF SUMMARIZE WHAT THOSE CHANGES WERE RELATED TO.
SO FIRST, WHEN WE HAD DISCUSSED PREVIOUSLY, ONE OF THE THINGS THAT WE HAD TALKED ABOUT WAS THAT THIS WOULD BE SEPARATE FROM THE BROCK HOUSE JERKY CONCEPT, AND THAT THIS WOULD BE A TRUE RESTAURANT. AFTER REVIEWING THE SITE WITH OUR ARCHITECT AND WITH JOHN, WE DETERMINED THAT IT APPEARS THAT THE SITE IS LARGE ENOUGH TO INCLUDE BOTH ASPECTS. AND SO BECAUSE OF THAT, WE WANTED TO GO AHEAD AND MAKE THAT AN ALLOWED USE SO THAT MR. RICE, AT HIS, AT THE TIME OF HIS CHOOSING, CAN MOVE HIS JERKY OPERATIONS INTO THIS BUILDING, AS WELL AS OPERATING THE PIT AND PANTRY RESTAURANT CONCEPT, WE STAFF BELIEVES THAT THAT PROVIDES SOME BENEFIT, AS THERE WILL BE A STABLE BRAND THAT WILL BE IN THAT LOCATION. SO PREVIOUSLY, THE BOARD AND THE CITY COUNCIL BOTH APPROVED A CONTRACT WITH CASTRO ROOFING TO DO A REROOF OF THE DOWNTOWN BUILDINGS. AND THEN WE WENT BACK AND AMENDED IT TO INCLUDE WATERPROOFING OF THE BRICK WALL AND THEN AN ALLOWANCE FOR THE ASBESTOS TESTING. THEY'VE COMPLETED THE ASBESTOS TESTING AND THEY DON'T THEY DIDN'T HAVE TO ABATE ANYTHING. AND SO STAFF HAS APPROVED THEIR PERMIT TO BEGIN WORK. AND SO EXPECTATION IS THAT ON MONDAY, THEY WILL BE BEGINNING WORK BRIGHT AND EARLY 6 A.M. TO START ON THE REROOFING. THEY'VE SENT OVER A SITE PLAN, ALL THAT'S BEEN COMMUNICATED TO THE TENANTS GENERALLY, THE WORK THAT WOULD POTENTIALLY DISRUPT ANY OF THE BUSINESSES IS BEING DONE VERY EARLY, BETWEEN 6 AND 9 A.M. AND THEY TOLD ME ON THE PHONE THEY REALLY EXPECTED TO BE DONE BY 8 A.M. THAT WOULD BE MOVING THEIR LARGE TRACTOR, ESSENTIALLY, THAT MOVES THE EQUIPMENT UP ONTO THE ROOF, KIND OF HAS TO GO OVER THE BACK OF THE PARKING LOT, BUT THAT'S A VERY LIMITED SCOPE TIME. ONCE ALL OF THOSE STEPS HAVE BEEN DONE, AND WE ACTUALLY HAVE AN APPROVED AGREEMENT ON THE BOOKS, THERE'S A 60 DAY WAITING PERIOD BEFORE ANY FUNDS CAN BE DISBURSED AND BEFORE ANY FUNDS ARE ACTUALLY DISBURSED. THEY ALSO HAVE TO MAKE A PAYMENT REQUEST. AND THAT PAYMENT REQUEST NEEDS TO SHOW WHAT ARE THE COSTS THAT THEY'RE SUBMITTING FOR. HAS IT BEEN PAID? IS THE WORK COMPLETED? SO SIMILAR PURPOSE, BUT IT'S SPECIFICALLY FOR DOWNTOWN AREA. THE FUNDING CYCLE STILL FOLLOWS THE SAME FISCAL YEAR. SO IF YOU'RE GOING TO HAVE AN APARTMENT ON THE TOP FLOOR AND OFFICE SPACE ON THE FIRST FLOOR, THAT'S SOMETHING YOU WOULD CONSIDER THAT WOULD BE ELIGIBLE FOR CONSIDERATION. THIS IS THE MAP OF THE DOWNTOWN AREA. YOU KNOW, KAUFMAN IS EASY BECAUSE THEY HAVE A SQUARE. IT'S REALLY EASY TO DEFINE. I THINK IT'S A LITTLE BIT NOT A LITTLE BIT LESS INTUITIVE FOR SEAGOVILLE. AND THEN SAME AS BEFORE, 50% OF ELIGIBLE EXPENSES ARE 25,000, BUT THE BOARD HAS THE LATITUDE TO ADJUST THOSE BASED ON ON A CASE BY CASE BASIS.
