I AM THE DEPUTY MAYOR, DEPUTY EXECUTIVE DIRECTOR FOR STAR TRANSIT. AND SO WE'RE JUST WE COME AND DO THIS ONCE A YEAR. SO IT'S MY YEARLY PRESENTATION TO YOU GUYS. SOME OF THIS YOU'VE SEEN BEFORE, SOME OF IT YOU HAVE NOT. SO WE'LL GET STARTED. OH I GUESS I HAVE THE CLICKER. SORRY.

SO WE'LL TALK ABOUT THE CURRENT SERVICES, THE RIDERSHIP DATA AND THEN TALK ABOUT SOME SERVICE IMPROVEMENTS. WE WANT TO PRESENT. WE'VE BEEN PROVIDING TRANSPORTATION IN THIS AREA FOR OVER 45 YEARS. WE HAVE ABOUT 215,000 TRIPS A YEAR. 80% OF THOSE TRIPS ARE ELDERLY, DISABLED TRIPS. THE TOP THREE DESTINATIONS ARE WORK, SHOPPING AND MEDICAL. WE'RE BASED OUT OF KAUFMAN COUNTY. WE ARE WHERE WE ARE, THE DESIGNATED RURAL TRANSIT DISTRICT, AND WE'RE THE FOURTH LARGEST TRANSIT AGENCY IN THIS AREA WITH NO DEDICATED SALES TAX. SO YOU HAVE DART AND TRINITY METRO, AND THEN YOU HAVE US. OUR SERVICE AREA INCLUDES ALL OF KAUFMAN COUNTY, ALL OF ROCKWALL COUNTY, SEAGOVILLE, BULK SPRINGS, MESQUITE, DESOTO, CEDAR HILL, AND DUNCANVILLE. WE DO SOME VERY LIMITED TRANSPORTATION IN ELLIS COUNTY, SO YOU MAY HAVE SEEN ONE OF OUR VEHICLES THERE. IT'S BECAUSE WE HAVE A GRANT WITH THE AREA AGENCY ON AGING TO BE ABLE TO PROVIDE TRIPS TO THE SENIOR CENTER, PHARMACY AND MEDICAL APPOINTMENTS. SO THAT'S WHAT WE DO IN ELLIS COUNTY. WE ARE NOT THE DESIGNATED TRANSPORTATION PROVIDER IN THAT AREA, BUT WE DO SOME. SO THE CURRENT SERVICE THAT WE OPERATE IN SEAGOVILLE, BACK IN 2021, WE APPROACHED YOU GUYS WITH A NEW SERVICE THAT WE HAD, WHICH WAS OUR SAME DAY SERVICE OR WHAT WE'RE CALLING OUR STAR NOW SERVICE. SO WE WORKED WITH THE CITY AND WE BASICALLY COMBINED ALL THE SERVICES THAT WE WERE PROVIDING. WE HAD A FIXED ROUTE AS WELL AS SOME DEMAND RESPONSE. WE TURNED THAT OVER TO OUR SAME DAY SERVICE. SO CURRENTLY WE OPERATE 12.5 HOURS IN SEAGOVILLE MONDAY THROUGH FRIDAY, 6 TO 6. AND THEN BECAUSE YOU. OH AND THEN WE DO TRAVEL. THE TRAVEL ZONE IS THE CITY LIMITS OF SEAGOVILLE. WE DO LEAVE THE CITY LIMITS TO GO TO THE DART TRANSIT STATION, BUT BECAUSE YOU GUYS ARE IN OUR PORTFOLIO, WE DO SOME MEDICAL TRIPS OUTSIDE OF THE CITY JUST BECAUSE WE HAVE VEHICLES THAT ARE OPERATING IN, IN AND AROUND THIS AREA. IF SOMEONE CALLS AND WE HAVE SOME AVAILABILITY, WE CAN COME THROUGH AND PICK THEM UP AND TAKE THEM INTO DALLAS.

THE SAME DAY. SERVICE IS LIKE I SAID, IT LAUNCHED IN OCTOBER OF 21. IT DOES OPERATE MONDAY THROUGH FRIDAY. 6 TO 6 CUSTOMERS CAN UTILIZE OUR STAR NOW APP, OR THEY CAN CALL US AND TALK TO ONE OF OUR RESERVATIONISTS. OUR GOAL IS TO ARRIVE BETWEEN 15 AND 20 MINUTES, AND THEN YOU CAN SCHEDULE YOUR A LEG AND B LEG AT THE SAME TIME. SO IF YOU'RE BOOKING AN 8:00 AM PICKUP, BUT YOU KNOW YOU DON'T NEED TO RETURN HOME AND RETURN HOME UNTIL ABOUT FOUR, YOU CAN GO AHEAD AND BOOK THOSE TRIPS AT THE SAME TIME. YOU DON'T HAVE TO WAIT UNTIL YOU GET A LITTLE BIT CLOSER TO THAT PM TRIP. SO WE CALL THOSE THE A LEG BIG LEG.

THE FARE IS A LITTLE BIT DIFFERENT ON THIS PARTICULAR SERVICE BECAUSE WE OPERATE WITHIN A CONFINED ZONE. IT'S $1 OR $2. THE $1 IS FOR 60 PLUS VETERAN OR DISABLED RIDERS, PERSONAL CARE ATTENDANTS, AND THOSE THAT ARE 12 AND UNDER DO RIDE FREE. AND THEN WE DO HAVE THE ABILITY TO USE A PROMO CODE ON THIS PARTICULAR SERVICE. SO I'LL GIVE YOU AN EXAMPLE. COMING UP IN NOVEMBER, WE'LL HAVE A PROMO CODE VOTE 2025. AND SO WE'RE GOING TO TALK ABOUT HOW WE CAN BRING THAT DOWN EVEN FURTHER. SO JUST SOME OTHER RIDER STATS 88% ON TIME PERFORMANCE. OUT OF THE REVIEWS THAT WE RECEIVE, THE 97% OF THOSE ARE POSITIVE. WE HAVE A 447 UNIQUE RIDERS. AND THEN WHAT? WE HAVE ABOUT 55% OF THOSE UTILIZING THE STAR NOW APP ARE BOOKING ON THE APP, WHICH IS WHICH IS GOOD. I MEAN, WE WHEN WE STARTED THAT WAS A LOT LOWER, BUT PEOPLE ARE STARTING TO GET USED TO USING THEIR MOBILITY DEVICES. ANY QUESTIONS ABOUT ANY OF THAT INFORMATION? THANK YOU. HOW IT WORKS IS IF YOU GO ON THE STARNOW APP AND YOU START BOOKING YOUR TRIP AND THE SYSTEM ON THE BACK END, RIDERS DON'T HAVE A CHOICE ON WHETHER OR NOT THEY GET GET AN UBER. BUT ON THE BACK END, THE SYSTEM LOOKS TO SEE HOW QUICKLY A STAR TRANSIT VEHICLE WOULD GET TO SOMEONE. IF IT'S GOING TO TAKE THE VEHICLE LONGER THAN AN HOUR, YOU WOULD GET A POP UP THAT SAYS, I CAN IMPROVE YOUR WAIT TIME IF YOU'RE WILLING TO TAKE UBER. IF YOU CLICK YES, THEN YOU'VE APPROVED TO GETTING AN UBER SENT TO YOU. AND SO AND SO. THEN BASICALLY, YOU COULD POTENTIALLY GET AN UBER WITHIN 5 OR 10 MINUTES. SO THAT'S HOW WE'RE ABLE TO BRING THOSE THOSE WAIT TIMES DOWN. THEY DON'T GET A CHOICE ON UBER. THEY COULD POTENTIALLY BE IN A SHARED RIDE JUST BECAUSE IT WOULD BE PUBLIC TRANSPORTATION. AND THEN THE FARES IS THE SAME. SO THERE'S NO ADDITIONAL COST FOR THEM RECEIVING AN UBER. SO THAT WOULD BE $2 OR $1 FOR THAT DISCOUNTED CATEGORY. THERE ARE SOME LIMITATIONS WITH UBER RIGHT NOW. THEY HAVE TO BE 18 TO RIDE BY THEMSELVES. THEY MUST HAVE A CREDIT OR DEBIT CARD ON FILE, OR WE NOW HAVE A WALLET THAT THEY COULD CALL, AND THEN THEY COULD PUT MONEY ON THEIR WALLET. AND THEN BECAUSE UBER DRIVERS DON'T ACCEPT CASH AND THEN THEY'RE THEY'RE UNABLE TO ACCOMMODATE ADA TRIPS. BUT WHAT WE'RE SEEING IN THE OTHER AREAS WHERE WE UTILIZE THIS SERVICE QUITE A BIT IS WE'RE SEEING THOSE ADA TRIPS BECAUSE IT'S RELIEVING THE STAR TRANSIT VEHICLES. FROM A PASSENGER STANDPOINT, WE'RE SEEING MORE OF THOSE ADA TRIPS COME INTO US, AND THEN THE OTHERS THAT ARE NOT NECESSARILY ADA ARE USING THOSE UBER TRIPS, AND THEN THEY HAVE TO ACCEPT THE TERMS AND CONDITIONS. IF YOU DON'T ACCEPT THE TERMS AND CONDITIONS, THEN YOU WOULDN'T HAVE THE OPPORTUNITY TO RECEIVE AN UBER. SO WE'RE RECOMMENDING TO YOU GUYS IF YOU'VE I DON'T KNOW IF YOU GUYS HAVE SEEN THE PRESENTED BUDGET, BUT WE ARE WE ARE RECOMMENDING THAT YOU GUYS ADD SOME ADDITIONAL FUNDING FOR THIS SPECIFIC PURPOSE. WE'RE SEEING WAIT TIMES IN SOME OF OUR AREAS THAT HAVE THIS BETWEEN 12 AND 13 MINUTES, WHICH IS ACTUALLY FABULOUS. AND THEN THE DECREASE IN CANCELLATION, AS WELL AS THE DECREASE IN THE COST PER TRIP. ANY QUESTIONS ABOUT HOW THAT WORKS BEFORE I GET INTO BUDGET? SO WHAT WE'RE RECOMMENDING OUR BOARD OF DIRECTORS MET IN MAY. AND SO THIS YEAR THEY APPROVED OUR COST OF SERVICE, WHICH IS $58.50 PER HOUR. SO IF YOU LOOK AT IT, IT'S 12.5 HOURS TIME. THAT COST OF SERVICE, PLUS THE 250 SERVICE DAYS. I NEED MY GLASSES, I HAVE GLASSES, BUT THAT'S HARDER TO READ UP THAT WAY. SO THE TOTAL COST WOULD BE 182,813. THE TNC COSTS, WHICH IS THE TRANSPORTATION NETWORK COMPANIES, IS 8000. THE REIMBURSEMENT RATE ON THAT IS 50%. SO THE CITY WOULD BE RESPONSIBLE FOR 4000 OF THAT. SO THE TOTAL COST WOULD BE 198, 13. I THINK WE NEED TO ADJUST OUR FRONT SETBACK TO WHERE AT LEAST WE CAN PARK FOUR VEHICLES OFF THE STREET, PAST THE SIDEWALK ON THE PROPERTY, AND GIVE THE HOMEOWNERS AN OPPORTUNITY TO NOT PARK IN THE STREETS. MIGHT WANT TO LOOK AT. ALSO TO THE GARAGES ARE ONLY 20FT DEEP. TODAY'S LARGER VEHICLES PICK UP TRUCKS.

SUVS ARE 18 TO 19FT IN LENGTH. UNLESS THAT GARAGE IS COMPLETELY EMPTY, YOU WON'T PARK ONE OF THOSE VEHICLES IN THAT GARAGE. SO WE DO HAVE ONE DEVELOPMENT IN TOWN THAT HAS ADJUSTED THEIR GARAGE DEPTHS TO 24FT, WHICH THAT'S AN IMPROVEMENT. WE HAVE MANY HOUSES THAT HAVE BEEN BUILT THAT ARE 3000 PLUS SQUARE FEET. THEY'RE ON 50 FOOT LOTS. THAT DOES NOT CONSTITUTE AN R-1 DEVELOPMENT. R-1 HOUSING. THE LOTS ARE 120FT DEEP, AND THE MINIMUM. LET'S SEE WITH THE LOT

SO WE'VE BEEN USING PDR FIVE, I THINK, FOR WAY TOO LONG. WE'RE BASICALLY CREATING A CITY OF OUR FIVE HOUSING. MOST OF THOSE DEVELOPMENTS ARE AT LEAST 60%, IF NOT MORE. R5 HOUSING. AND WE'VE GONE IN AND TAKEN R-1 ZONING, WHICH WE HAD A ZONING PLAN FOR MANY YEARS THAT GRADUATED FROM OUR FIVE, FOUR, THREE, TWO UP TO ONE AND ALLOWED PEOPLE TO LIVE IN THE ZONE AREA THAT THEY COULD AFFORD, AND THEY WANTED TO. WELL, NOW WHAT WE'RE DOING, WE'RE TAKING PEOPLE THAT LIVE IN R-1 ZONING AND BUILDING R5 HOUSES NEXT TO THEM. THAT BRINGS DOWN THE VALUE OF THEIR, THEIR, THEIR PROPERTY.
