SO THE GOAL FOR TODAY IS I'M GOING TO WALK EVERYONE THROUGH WHAT WE DO, WHY WE DO IT, SOME OF THE FINANCIAL ANALYSIS PORTION THAT WE'VE PUT TOGETHER FOR, FOR THE CITY IN GENERAL, AS IT RELATES TO THE FLEET OF VEHICLES, WE TOTAL FLEET OF VEHICLES. THIS IS EVERYTHING FROM THE POLICE VEHICLES TO THE PUBLIC WORKS VEHICLES AND PRETTY MUCH EVERYTHING. THE ONLY THING WE'RE REALLY NOT TALKING ABOUT IS FIRE APPARATUSES. THAT'S THE ONLY THING THAT'S REALLY NOT IN THE SCOPE OF FOCUS OF WHAT WE'RE TALKING ABOUT, ABOUT TONIGHT. BUT THIS IS VERY MUCH A Q&A SESSION. SO I'M GOING TO ROLL THROUGH EVERYTHING. AND WE REALLY THINGS A LITTLE MORE HOLISTICALLY THAN THAT, NOT JUST, HEY, WHAT ARE WE GOING TO SPEND ON ACQUIRING VEHICLES, BUT WHAT IS THE OPERATIONAL IMPACT OF THESE VEHICLES ON ON THE BUDGET AND THE TAXPAYER AT THE END OF THE DAY? AND THEN HOW CAN WE ALSO LEVERAGE RESALE IN A VERY DIFFERENT WAY THAT ULTIMATELY HELPS US LOWER WHAT WE CALL OUR TOTAL COST OF OWNERSHIP, WHICH IS EVERY PENNY THAT GOES INTO OWNING AND OPERATING THAT THAT FLEET OF VEHICLES. SO WHEN WE TALK FLEET MANAGEMENT, REALLY IT'S A I CALL IT SOUP TO NUTS OF OWNING OPERATING FLEET.
EVERYTHING FROM WHAT WE ACQUIRE WHEN WE ACQUIRE, HOW WE ACQUIRE IT ALL THE WAY DOWN TO WHEN WE DISPOSE OF THAT ASSET AND ALL THE THINGS IN BETWEEN MAINTENANCE, REPAIR, FUEL. IT GIVES US A LOT OF LEEWAY TO BE ABLE TO DO A LOT OF THINGS, REALLY HELP THE CITY, YOU KNOW, DRIVE DOWN ITS COST IN THE SHORT AS WELL AS FROM A LONG TERM PERSPECTIVE ALSO. AND MAYBE THEY'RE NOT PERFECT FOR ALL APPLICATIONS ACROSS, BUT THERE ARE CERTAIN APPLICATIONS WHERE THEY CAN MAKE REALLY GOOD SENSE WITHIN THE CITY. AND IF WE CAN SAVE, YOU KNOW, 10,000 OR MORE DOLLARS ON ACQUISITION ON EVERYONE WE ACQUIRE, THEN WE KNOW WE'VE SAVED A LOT OF MONEY AS IT RELATES TO THE TAX FOR THE TAXPAYER AS WELL. AND THEN FROM HOW LONG DO WE HOLD THE VEHICLE FOR MOST OF THESE? WELL, YOU SEE, I'VE EVER WORKED WITH PRIOR TO US WORKING WITH US HAVE REALLY FOCUSED VERY MUCH ON WHEN TO SELL AN ASSET OFF. AND CITY GOVERNMENT DOES A COUPLE THINGS REALLY, REALLY, REALLY WELL. ONE, YOU BUY VEHICLES CHEAPER THAN ANYONE ELSE CAN OUT THERE BECAUSE AS A GOVERNMENT ENTITY YOU HAVE YOU HAVE THE ABILITY. AND THEN SECONDLY, YOU KNOW, YOU DRIVE REALLY LOW MILES IN COMPARISON TO THE COMMERCIALIZED MARKET THERE. AND YOU COUPLE THAT WITH OUR ABILITY TO SELL VEHICLES IN THE OPEN MARKETPLACE. THERE'S A LOT OF TIMES IT DOESN'T MAKE SENSE TO RUN VEHICLES OUT 10 OR 14 YEARS. SOMETIMES WE CYCLE THEM A LOT SOONER. SO THIS IS AN EXAMPLE OF JUST A CYCLING STRATEGY FOR ONE OF THESE TRUCKS, WE WERE BUYING THESE TRUCKS AROUND $43,000. AND THE GOVERNMENT BY CHANNELS THIS PAST YEAR. AND WHAT WE THEN LOOK AT IS WHAT WOULD THAT VEHICLE SELL FOR AT DIFFERENT POINTS OF TIME. YOU KNOW, YEAR ONE FOR 1014. AND THEN YOU TAKE THE DELTA BETWEEN THOSE TWO NUMBERS AND YOU DIVIDE IT OVER THOSE YEARS. AND WHAT TELLS US EVERY PROBABLY 1 TO 2 YEARS IS THE RIGHT POINT IN TIME TO TURN OVER ONE OF THESE PUBLIC WORKS PICKUP TRUCKS, BECAUSE THAT HAS THE LOWEST AVERAGE ANNUAL COST OF ACQUISITION. AND THEN THE NEXT PIECE YOU ALWAYS LOOK AT IS, HEY, WHAT WOULD BE THE OPERATIONAL COST IF WE RETURN VEHICLES, SOME OF THESE VEHICLES OVER EVERY COUPLE OF YEARS, WE'RE BASICALLY JUST PAYING FOR MAINTENANCE. WE'RE NOT HAVING MAJOR REPAIRS COME INTO THE FOLD, AND THAT ULTIMATELY HELPS US REDUCE OUR OUR COST OF OWNERSHIP. THAT'S JUST REALLY TRYING TO PAINT THE PICTURE OF WHAT IT WHAT THE FINANCIAL IMPACT WE LOOK AT AND SOME OF THE ADVICE WE BRING TO THE TABLE. THEY HAVE THEY HAVE RELATIONSHIPS WITH. AND THAT IS AN AVENUE TO ACQUIRE VEHICLES.
BUT THE VAST MAJORITY OF VEHICLES ACQUIRE FOR THE MINUTE ARE DIRECTLY THROUGH THE MANUFACTURER, BECAUSE THAT'S THE CHEAPEST WAY FOR US TO GO OUT AND BUY VEHICLES. WE'RE GETTING THE EXACT VEHICLE AT THE LOWEST POSSIBLE AT THE GOVERNMENT BUY CHANNELS, AT THE FACTORY DIRECT LEVEL. AND SECONDLY, WE GO OUT AND WE HAVE THE VEHICLES OUTFITTED, YOU KNOW, SO THEY'RE WHEN THEY LAND HERE AT THE CITY, THEY SHOULD BE READY TO ROCK AND ROLL, AS I SAY, READY, AS CLOSE TO READY TO GO WORK ARE WE POSSIBLY CAN. REMARKETING OF VEHICLES. THIS IS A MASSIVE PIECE OF KNOWING WHEN TO BUY AND WHEN TO SELL. SO WE SELL WE SELL 0% OF VEHICLES THROUGH PUBLIC FORUMS. WHEN WE SELL VEHICLES FOR MUNICIPALITIES THAT THEY WORK WITH, AND OF THOSE, WE ONLY SELL ABOUT 15% OF VEHICLES TO AUCTION IN ONE GIVEN YEAR ON AVERAGE, BECAUSE WE FOUND THAT SELLING MOST VEHICLES OUT IN THE OPEN MARKETPLACE THROUGH DIRECTLY TO DEALERS, FRANCHISE NON-FRANCHISED DEALERS, WHOLESALERS, THROUGH OUR CAR SALES DIVISIONS, THAT WE CAN NET A MUCH HIGHER RETURN ON, ON ON AVERAGE, WE AVERAGE TYPICALLY AROUND 15%, AND THE GOVERNMENT SPACE OVER THE AVERAGE INDUSTRY.
