AND THEN WHEN THEY WERE REROOFING PORTIONS, THEY FOUND THAT THEY DIDN'T HAVE ANY ANYWHERE TO APPLY THE NEW MESH THAT GOES OVER TO FORM THE ROOF. AND SO THEY HAD TO ADD SOME WOOD TO BE ABLE TO CONNECT IT TO THERE. SO THE WORK HAS ALREADY BEEN COMPLETED. THE SDC BOARD APPROVED THIS ITEM AT THEIR LAST MEETING. SO IN ORDER TO UNDERSTAND THIS BETTER, WE HAVE THIS IMAGE FROM EPA THAT HIGHLIGHTS OUR HOW OUR DAY TO DAY ACTIVITIES AFFECT THE STORMWATER POLLUTION. SO IT STARTS WITH THE RAINFALL. SO IN ORDER TO SUMMARIZE THIS BETTER IS WHATEVER WE DO ON OUR LAND, IT AFFECTS OUR WATER. SO MS4 PERMITTING BASICALLY HELPS REDUCE THE POLLUTION ON THE BASIS OF THE TSB TPD'S, THE TEXAS POLLUTANT DISCHARGE ELIMINATION SYSTEM, AS ADMINISTRATED BY TKC TEXAS COMMISSION ON ENVIRONMENTAL QUALITY. SO HOW THIS REGULATION ORIGINATED, WE'LL GO OVER THEM REAL QUICK. SO IN 1948, THE FEDERAL WATER POLLUTION CONTROL ACT WAS SIGNED INTO THE LAW, WHICH WAS LATER AMENDED TO BE A CLEAN WATER ACT IN 1972. IN 1998, EPA CAME WITH THE NATIONAL POLLUTION POLLUTANT DISCHARGE ELIMINATION SYSTEM, NPDES, WHICH BASICALLY CAME UP WITH THIS PROGRAM AND ALLOWED THE STATES TO ADMINISTER AND CREATE THEIR OWN PROGRAMS. THIS IS WHERE TEXAS CAME IN, AND THEY DECIDED TO GO WITH TEXAS POLLUTANT DISCHARGE ELIMINATION SYSTEM. TPDS. AND HOW THAT'S HOW IT WAS FORMED IN 1998. IN 2016, THE EPA ISSUED A RULE WHICH BASICALLY MODIFIED THE TPD TO COME UP WITH TO MAKE THE PERMITTING SYSTEM A LITTLE BETTER. THAT INCLUDED A TWO STEP GENERAL PERMIT CRITERIA, WHERE THE MS4 APPLICANT WILL SUBMIT AN NOI THAT'S NOTICE OF. THAT'S NOTICE OF INTENT, AND THEN THAT GETS SUBMITTED TO THE PERMITTING AUTHORITY. AND THEN PERMITTING AUTHORITY WILL PUSH IT TO THE PUBLIC AND GIVE THEM A NOTICE, AND THEN PROVIDE THEM AN OPPORTUNITY TO BE ABLE TO COMMENT ON THIS. SO THERE ARE TWO DIFFERENT TYPES OF MS4 PERMITS. THE FIRST ONE IS MEDIUM AND LARGE MS4. THAT'S PHASE ONE. IT STARTED IN 1990, AND THESE ARE FOR ANY POPULATION LESS THAN GREATER THAN 100,000 BASED ON THE 1990 CENSUS. AND WE'RE USING 1990 CENSUS BECAUSE THAT'S WHEN IT WAS ORIGINALLY DEVELOPED. BUT FOR A RECENT ONE WE HAVE TO USE THE NEWER CENSUS. THIS DOES REQUIRE INDIVIDUAL PERMITS THAT ARE MORE COMPLEX AND NEED MORE REQUIREMENTS. THE SECOND PHASE IS SMALL MS4. THAT'S WHERE THE CITY OF SEAGOVILLE LANDS. IT'S BASED ON THE ORIGINAL GENERAL PERMIT, WHICH WAS ISSUED IN 2007. THE MS4 APPLICANT HAS TO BE HAS A POPULATION CENTER CENSUS OF LESS THAN 100,000, AND IT NEEDS TO BE LOCATED WITHIN AN URBANIZED AREA AS DETERMINED BY THE TCSEC. THEY COULD ALSO BE FORMALLY DESIGNATED AS A SMALL PERMITTING ENTITY BY TC. ON AUGUST 14TH, THE TC ADOPTED THE 2024 TPD'S PHASE TWO MS4 GENERAL PERMIT, WHICH GIVES US MORE OPTIONS FOR PROVIDING WITH THE MINIMUM CONTROL MEASURES, BEST MANAGEMENT PRACTICES, AND MAJOR GOALS FOR EACH OF THESE SMALL MS4. THE CITY OF SEAGOVILLE IS CLASSIFIED AS A SMALL MS4. AS PER THE POPULATION IN 2010 IT WAS 14,800 POPULATION THERE, BUT BASED ON THE CURRENT 2023 POPULATION, WE ARE STANDING CLOSER TO 19,000. THAT'S BASED ON THE 2023 CENSUS. WE ARE STILL AS SELECTED AS THE SMALL MS4 PHASE TWO. AS PER THE DALLAS FORT WORTH URBANIZED AREA SELECTION. SO I'M JUST GOING TO GO AHEAD AND GO INTO THE BASIC REQUIREMENTS FOR A SMALL PHASE TWO MS4. SO THE FIRST STEP IS TO DEVELOP A STORMWATER MANAGEMENT PROGRAM THAT WILL BE IMPLEMENTED OVER THE COURSE OF FIVE YEARS. THIS STORMWATER MANAGEMENT PROGRAM TYPICALLY INCLUDES MINIMUM CONTROL MEASURES OR MCMS. AND UNDER EACH OF THOSE MCMS ARE CATEGORIES ARE BEST MANAGEMENT PRACTICES OR BMPS. EACH OF THESE BMPS HAS MEASURABLE GOALS THAT ARE REPORTED ON AT THE END OF THE YEAR. IN THE ANNUAL REPORT TO EVALUATE PROGRESS TOWARDS THE STORMWATER MANAGEMENT PROGRAM. SO FOR SEAGOVILLE, THERE ARE FIVE DIFFERENT MINIMUM CONTROL MEASURES. THE FIRST IS PUBLIC EDUCATION, OUTREACH AND INVOLVEMENT. THE SECOND IS ILLICIT DISCHARGE DETECTION AND ELIMINATION ID THE THIRD IS CONSTRUCTION SITE STORMWATER RUNOFF CONTROLS AND THE FOURTH IS POST-CONSTRUCTION STORMWATER MANAGEMENT AND NEW DEVELOPMENT AND REDEVELOPMENT. AND THE FIFTH IS POLLUTION PREVENTION AND GOOD HOUSEKEEPING MEASURES FOR MUNICIPAL OPERATIONS.
