DISCUSS RESOLUTION RATIFYING APPROVING THE ENGAGEMENT OF PRECISION AIR FOR ONGOING MAINTENANCE SERVICES FOR CERTAIN PROPERTY OWNED BY THE CDC, FOR A PRICE NOT TO EXCEED $1,800. THE FIRST ITEM ON THIS LIST. THESE. ALL THREE OF THESE WERE APPROVED AT THE CDC BOARD MEETING LAST WEEK THAT WE HAD. THE FIRST ITEM ON THIS LIST IS TRIMLINE METROPLEX. SO WE'VE DONE QUITE A FEW SCS. AND YOU CAN SEE SOME EXAMPLES OF PROJECTS HERE. BUT THIS IS A LITTLE BIT OF A RECAP. BUT REALLY PFC, THE TWO BIG PIECES OF THAT IS THAT YOU'RE GETTING HALF OF YOUR UNITS ARE RESERVED FOR PEOPLE MAKING LESS THAN 80% OF THE AVERAGE MEDIAN INCOME.AND YOU'RE ALSO GETTING A PROPERTY TAX EXEMPTION FOR THE PROPERTY. NOW, THERE WILL BE FEES GOING TO THE CITY, AND THE INTENTION OF THAT IS TO COVER THE COST OF WHAT THE PROJECT WILL INCUR AS FAR AS SERVICES GO FOR THE CITY. SO THAT WAY THAT, YOU KNOW, THIS ISN'T A NET NEGATIVE FOR THE CITY. SO WHY A PFC? YOU KNOW AND YOU KNOW MY HISTORY OF LOOKING FOR PFC DEALS. WE TYPICALLY SEE TWO DIFFERENT SCENARIOS. ONE, AS AN ECONOMIC DEVELOPMENT TOOL FOR EMERGING MARKETS, OR TWO LOOKING FOR AFFORDABILITY IN URBAN EXPENSIVE AREAS. SO SCENARIO TWO WOULD BE LIKE URBAN DOWNTOWN DALLAS, MAYBE SOMEWHERE DOWN IN AUSTIN. AND SO WE SEE THAT SCENARIO ONE WOULD BE A GOOD FIT FOR HERE, THAT THIS WOULD BE ECONOMIC DEVELOPMENT FOR AN EMERGING MARKET. AND JUST TO GIVE YOU KIND OF JUST AN OVERVIEW OF LIKE WHAT IS A PFC LOOK LIKE? THESE ARE ALL IMAGES OF PROJECTS THAT WE HAVE COMPLETED IN THE STATE OF TEXAS. SO, YOU KNOW, THERE IS NO DIFFERENCE IN HOW WE WOULD DESIGN THIS COMPARED TO LIKE A LUXURY MARKET RATE DEAL. THEY'RE ALL CONSIDERED LUXURY MARKET RATE.
THE PFC COMPONENT IS REALLY JUST TO GIVE US THE ABILITY TO BUILD IN A MARKET THAT, YOU KNOW, INVESTORS MAY NOT FEEL COMFORTABLE GOING IN TODAY AS A TYPICAL MARKET RATE. JUST FOR YOUR BACKGROUND, I DID PRESENT THIS TO A GROUP OF INVESTORS WE TYPICALLY LOOK AT LIKE JP MORGAN, GOLDMAN SACHS, THE BIG INSTITUTIONAL GROUPS. THEY WERE NOT COMFORTABLE DOING A TYPICAL MARKET RATE DEAL HERE YET. BUT IF WE DO A PFC, THERE IS COMFORT AND ALL KIND OF GET INTO WHY THAT'S THE CASE. BUT JUST SO YOU CAN SEE HERE, THESE ARE INSTITUTIONAL PROJECTS, HIGH QUALITY. AND THAT'S AN EXAMPLE OF THE ARCHITECTURE OF WHAT WE'VE DONE. AND THEN THIS IS AN EXAMPLE OF SOME AMENITIES. WE'VE GOT SOME GREAT FITNESS CENTERS, POOLS, OUTDOOR LAWN AND FIRE PITS. WE'VE GOT LOUNGES FOR RESIDENTS. SO AGAIN HIGH QUALITY FOR RESIDENTS HERE.
AND THEN THESE ARE WHAT OUR UNITS WILL LOOK LIKE. WE HAVE QUARTZ OR GRANITE COUNTERTOPS, WALK IN CLOSETS, WASHER AND DRYER IN EVERY UNIT. SO EVERYTHING WILL BE VERY NICE FOR THE RESIDENTS HERE. SO WHY PFC FOR ME? WHY DOES AS A DEVELOPER DO I WANT PFC KIND OF TOUCHED ON THAT EARLIER. SO REALLY WHEN WE'RE LOOKING AT OUR PROJECT, I'M LOOKING FOR A $30 MILLION INVESTMENT FROM A BIG INSTITUTIONAL INVESTOR. THESE PROJECTS ARE ANYWHERE FROM ABOUT 70 TO $100 MILLION. UNFORTUNATELY, WE DON'T HAVE $100 MILLION IN OUR BACK POCKET.
I WISH I DID, BUT SO WE WILL NEED TO GET AN INSTITUTIONAL INVESTOR, AND THE TAXES ARE A BIG COMPONENT OF THAT OPERATING EXPENSE. SO YOU CAN SEE DO I HAVE A POINTER HERE. OH I DO OH I CAN'T SEE ON THE SCREEN. THAT'S OKAY. SO ON THE MARKET RATE SIDE THAT'S TYPICALLY HOW YOU WOULD SEE A MARKET RATE DEAL WHERE YOU HAVE YOUR MONEY COMING IN, WHICH IS THE RENT AND YOUR MONEY GOING OUT FOR THE OPERATING EXPENSE. SO YOU CAN SEE IT. TAXES ARE A BIG PORTION OF THAT OPERATING EXPENSE. SO THEY DON'T KNOW IF THE IF THE RENTS FLUCTUATE OR IF THE COSTS FLUCTUATE. RIGHT NOW IN THIS MARKET, THEY SEE THAT THERE'S TOO CLOSE OF A GAP TO FEEL COMFORTABLE INVESTING IN. BUT WITH A PFC, YOU CAN KIND OF

WIDEN THAT GAP. SO THAT WAY AN INVESTOR CAN SAY, HEY, IF THE RENTS COME DOWN OR IF THE COSTS GO UP, WE STILL FEEL LIKE THERE'S ENOUGH WIGGLE ROOM IN THERE THAT THEY'RE NOT GOING TO LOSE THEIR MONEY. SO THAT'S REALLY WHY PFC IS A GREAT FIT FOR A MARKET LIKE THIS. SO FOR THE COST OF CREATING THE ACTUAL PFC, NRP WOULD BE COVERING THE BRACEWELL FEES, THE AUDITOR FEES, EVERYTHING. SO THERE'S NOTHING OUT OF POCKET FOR THE CITY. THAT IS SOMETHING THAT WE WOULD COVER. AND THEN AS FAR AS FINANCING THE PROJECT, THERE'S NO MONEY OUT OF POCKET FOR Y'ALL. WE FUND IT LIKE A TYPICAL PROJECT. WE GET OUR CONSTRUCTION LOAN, WE GET OUR EQUITY. SO REALLY THE CITY IS NOT INVESTING A SINGLE DOLLAR REALLY INTO THE PROJECT HERE.SO AGAIN WE'RE TALKING ABOUT THE UNIT MIX. SO WHICH UNITS ARE PFC. HALF OF THEM ARE MARKET RATE. IT WON'T MATTER HOW MUCH YOU'RE MAKING REALLY AS LONG AS YOU CAN AFFORD THE UNIT, WHETHER YOU'RE A BILLIONAIRE OR YOU'RE A FRESH GRAD OUT OF COLLEGE, YOU CAN GET THOSE UNITS. THE OTHER 50% WILL BE RESERVED FOR PEOPLE MAKING 40% OF THAT WILL BE UNDER 80% AMI, SO THAT BASED ON THE HUD DATA WOULD BE ABOUT 93,000. SO ONE THING THAT WE ALWAYS DO IS MAKING SURE, ONE, OUR UNIT MIX IS FOCUSED ON ONE BEDROOM AND TWO BEDROOM UNITS. SO THAT WAY WE AREN'T PUTTING AN UNDUE BURDEN ON THE SCHOOL DISTRICT. AND WE DESIGNED THE PROPERTIES FOR ESSENTIAL WORKERS, YOUNG PROFESSIONALS AND PEOPLE WITH DISPOSABLE INCOME TO KIND OF CONTRIBUTE TO THE COMMUNITY.
