AND IF THAT DOESN'T WORK, THEN WE'RE FILING LAWSUITS AND FORECLOSING ON PROPERTY. WE CAN WE CAN TAKE PROPERTY AND SELL IT EITHER THROUGH A TAX WARRANT OR THROUGH A SHERIFF'S SALE. SO THAT'S ULTIMATELY THE THE LAST STEP IF WE HAVE TO GET THERE. THE IMPORTANT DATES ON HERE IS, IS APRIL 1ST. AND JULY 1ST IS WHEN THE DELINQUENT TAXES ARE TURNED OVER TO US. SO EVERYBODY GETS A TAX BILL SOMETIME IN OCTOBER ISH. YOU'VE GOT UNTIL ABOUT FEBRUARY 1ST TO PAY IT WITHOUT ANY PENALTY OR INTEREST. THEN YOU'RE DELINQUENT FOR A SHORT AMOUNT OF TIME BEFORE IT GETS TURNED OVER TO THE LAW FIRM. THE NICE PART ABOUT LETTING US COLLECT IT IS THE WAY THE LAW IS SET UP IS THE CITY NEVER GETS A BILL FROM US. ALL OF OUR WORK IS IS COST FREE TO THE CITY, EITHER ON THE FINES AND FEES SIDE AND ON THE TAX SIDE. THOSE COSTS ARE A PENALTY THAT ARE ADDED TO A TAX BILL. SO IF SOMEBODY DOESN'T PAY THEIR BUSINESS TAXES BY APRIL 1ST, OR IF THEY DON'T PAY THEIR REAL PROPERTY TAXES BY JULY 1ST, THEN OUR FEE GETS ADDED ON AS A PENALTY. AND THAT'S WHAT WE COLLECT. AND WE DON'T GET PAID UNLESS WE COLLECT IT FOR YOU. SO THAT'S OUR INCENTIVE IS IF WE WANT TO GET PAID, WE HAVE TO COLLECT YOUR MONEY. SO THAT'S HOW IT WORKS. SO KEEP THAT IN MIND. SO WE GOT HIGHER, HIGHER UP THE PRIORITY LIST AS FAR AS PAYMENT GOES THROUGH THAT TIME. NOW IT'S GOTTEN TOUGHER TO COLLECT SINCE COVID. AND SO YOU'RE GOING TO SEE HERE IN A MINUTE. WE HAVE HAD TO FILE MORE LAWSUITS HERE RECENTLY BECAUSE THE ECONOMY HAS KIND OF GONE DOWN. AND AS PEOPLE ARE TRYING TO FIGURE OUT WHAT THEY'RE GOING TO PAY, YOU KNOW, OUR JOB IS TO MAKE SURE THAT WE KEEP YOUR BILLS AT THE TOP OF THE LIST. YOU KNOW, SOMETIMES YOU GOT TO CHOOSE BETWEEN PAYING CREDIT CARDS AND PAYING THE TAXES. WE NEED TO MAKE SURE THEY GET THEY GET THEIR TAXES PAID. AND THAT'S AND THAT'S WHAT WE'RE DOING ON YOUR BEHALF. SO HERE'S THE NUMBERS IN 2023. WHAT YOU TURNED OVER TO US. SO IF YOU IF YOU REALIZE YOU'RE NOT PAYING YOUR TAXES UNTIL A YEAR LATER.

SO WHAT WAS WHAT WAS ASSESSED ON JANUARY 1ST? YOU DON'T HAVE TO PAY IT UNTIL JANUARY OF THE NEXT YEAR, BASICALLY. SO WE'RE TALKING ABOUT 23 AND WHAT WE COLLECTED FOR FOR 23 AND 24, WHAT WE WHAT WE RECEIVED IN 25. SO IN 23, YOU GAVE US $267,000 TO COLLECT. IN 24 WE WERE GIVEN ABOUT 300,000. SO IT'S FAIRLY CONSISTENT. IT WAS ABOUT 13% HIGHER. WHAT WAS GIVEN TO US THIS YEAR OVER WHAT WAS GIVEN TO US LAST YEAR. AND THIS IS KIND OF HOW IT BREAKS DOWN ON ON THAT CIRCLE ON THE RIGHT. A GOOD THING FOR, FOR THE CITY OF SEAGOVILLE IS THAT THE PREDOMINANT AMOUNT OF THAT MONEY THAT'S DELINQUENT IS REAL PROPERTY, AND THOSE ARE HIGHLY COLLECTIBLE AND ALMOST 100% COLLECTIBLE. IF IT'S REAL PROPERTY, THE BUSINESS PROPERTY IS A LITTLE BIT TOUGHER TO COLLECT. AND SOMETIMES YOU'LL SEE WHERE WE HAVE SOME UNCOLLECTIBLE ACCOUNTS ON THIS NEXT SLIDE, THAT'S GENERALLY GOING TO BE BUSINESS PROPERTY WHERE THERE'S NO THE OWNER'S GONE. IT WAS A CORPORATION. THERE'S NO NO NO ONE TO HOLD LIABLE. THERE'S NO PROPERTY LEFT. THAT BUSINESS IS JUST GONE. THE PROPERTY IS GONE.

THIS ONE I'M NOT GOING TO GET INTO TOO MUCH, BUT IT SHOWS YOU THE TOTAL TAX DUE OVER THERE ON THE RIGHT. AND IT BREAKS DOWN THE ACCOUNTS BY THEIR SIZE. SO IF YOU JUST WANT TO DIG INTO THE NUMBERS AND SEE YOU'VE GOT 22 ACCOUNTS THAT ARE OVER $5,000, AND THAT'S 3% OF THE TOTAL THAT'S DUE 203 ACCOUNTS THAT ACCOUNT FOR ABOUT 25% THAT ARE BETWEEN 1000 AND $5000. THOSE ARE GOING TO BE THE PRIMARY ACCOUNTS THAT WE'RE LOOKING AT FOR LAWSUITS. IT COSTS ANYWHERE FROM ABOUT $400 UP TO $2,000 IN COURT COSTS, MAYBE SOMETIMES HIGHER THAN THAT, TO FILE A SUIT. SO WE DON'T TYPICALLY FILE A LAWSUIT ON ON SOMETHING THAT'S GOING TO BE 3 OR $400. BUT AS AS IT ADDS UP, WE WILL GET INTO IT. IF THERE ARE PARTICULAR PIECES OF PROPERTY OR ACCOUNTS THAT WE NEED TO LOOK AT, BECAUSE IT'S BEEN A

NUMBER OF YEARS AND THE CITY HAS AN ISSUE AND IT JUST NEEDS TO BE ENFORCED, THERE IS NO LIMIT ON WHAT WE CAN FILE LAWSUITS ON. SO Y'ALL PLEASE LET ME KNOW IF THERE'S A PARTICULAR PROPERTIES THAT ARE THAT ARE PROBLEMS OR ISSUES OR SOMETHING LIKE THAT. WE CAN WE CAN CERTAINLY WORK ON THOSE ACCOUNTS. OKAY. AND WHAT THE HOLD MEANS IS THAT WE CAN'T TOUCH IT. SO 17% OF YOUR DELINQUENT TAX ROLL, WE CAN'T WE CAN'T SEND LETTERS OUT ON WE CAN'T FILE LAWSUITS ON WE CAN'T TOUCH IT. AND THAT'S BASICALLY BECAUSE IT'S SOMEBODY'S HOMESTEAD THAT'S OVER 65. GENERALLY THAT'S THE LARGEST PORTION. THAT'S A GOOD THING. BUT YOU NEED TO KNOW THAT WHEN YOU'RE WHEN YOU'RE WORKING ON YOUR BUDGETS AND WHEN YOU'RE LOOKING AT YOUR BUCKET OF DELINQUENT MONEY THAT WE CAN ACTUALLY COLLECT, OF COURSE, WE'RE NOT GOING TO WE WE'RE NOT CAPABLE OF COLLECTING 100% EVERY YEAR ALL THE TIME.

BUT BUT OUR GOAL IS TO MAKE SURE THAT YOU ARE COLLECTING AT LEAST ENOUGH TO MEET YOUR BUDGET. AND MORE THAN THAT, BECAUSE THERE'S SOME OLD YEARS. WE HAD SIX BANKRUPTCIES THAT I WAS KIND OF VISITING WITH YOU ABOUT, THAT WE WE JUMPED IN AND REPRESENTED THE CITY ON MADE 34 SITE VISITS, HAD 11 SHERIFF SALES WHICH MEAN WE SOLD, WHICH MEANS WE SOLD 11 PROPERTIES ON BEHALF OF THE CITY TO COLLECT YOUR TAXES. AND THEN, OF COURSE, WE'VE SENT LETTERS OUT AND MADE A BUNCH OF PHONE CALLS. AND THE PRIMARY MEANS OF OF COLLECTING THESE, THESE TAXES ARE GOING TO BE, ARE GOING TO BE PHONE CALLS AND LETTERS. IT'S THE COMMUNICATION THAT'S THE MOST IMPORTANT PART ABOUT WHAT WE DO. AND SO 90% OF OUR JOB IS JUST FINDING PEOPLE TO TALK TO AND THEN LETTING THEM KNOW WHAT WE CAN DO FOR THEM.
