SO THE FIRST ITEM RELATES TO THE RENOVATION OF 202 NORTH KAUFMAN, THE CONTRACTOR THAT THE EDC BOARD MOVED FORWARD WITH IS GONI CONSTRUCTION. THEY'RE THE SAME GROUP THAT DID THE RENOVATION. THEIR ACTUAL BID FOR THE PROJECT CAME IN JUST UNDER $500,000, BUT WE WANTED TO GO AHEAD AND INCLUDE SOME CONTINGENCY JUST IN CASE THERE'S ANY CHANGES THAT ARE REQUIRED OR NEED TO HAPPEN DURING THE COURSE OF THE CONSTRUCTION. IF APPROVED TONIGHT, THEY'LL GET STARTED IMMEDIATELY. THEY'LL START TOMORROW. SO THEY'RE REALLY EXCITED AND READY TO GO. AND I'M HAPPY TO ANSWER ANY QUESTIONS THAT THE COUNCIL MAY HAVE ON THAT ITEM. ANY VEHICLE THAT IS SELF-PROPELLED HAS WHEELS ON IT. IT'S MOVABLE. IT'S THAT IS MOBILE FOOD UNIT EXAMPLE IS TRAILER FOOD TRUCKS. AND THIS VENDOR THAT IS IN FRONT OF THE

CONVENIENCE STORE AND GAS STATIONS, THOSE ARE CALLED MOBILE FOOD TRUCK. THE PERMITTING REQUIREMENT. DID I OKAY. THE PERMITTING REQUIREMENTS ARE SO RECENTLY OR A FEW YEARS. A COUPLE YEARS AGO THE LEGISLATIVE CHANGED THAT GAVE AUTHORITY FOR DALLAS COUNTY TO GET PERMIT FOR ALL THESE FOOD VENDORS, TO GET A PERMIT FROM DALLAS COUNTY HEALTH AND HUMAN SERVICES. SO ALL THE FOOD TRUCKS HAS TO GO THROUGH DALLAS COUNTY. AND BEFORE GETTING GOING TO DALLAS COUNTY, THEY HAVE TO HAVE FIRE INSPECTION DONE. AND ZANE WILL EXPLAIN FOR OUR DEPARTMENT PART A LITTLE LATER. SO THEY NEED TO GET FIRE INSPECTION DONE, GO TO DALLAS COUNTY, GET ALL THE PAPERWORK READY, AND THEN GET PERMIT FROM DALLAS COUNTY FIRST.AND THEN THEY COME BACK TO CITY OF SEAGOVILLE AND THEY GET FIRE INSPECTION DONE AGAIN FROM THE CITY OF SEAGOVILLE, FIRE MARSHAL, GET FIRE PERMIT. AND THEN THEY GO THROUGH OTHER REQUIREMENTS WITH THE HEALTH DEPARTMENT, THE HEALTH DEPARTMENT REQUIREMENTS ARE GETTING FOOD MANAGER CERTIFICATE MENUS. AND I THINK I HAVE ON THE OTHER SLIDE. BUT THE MAIN OTHER THING IS GETTING AN AUTHORIZATION LETTER FROM THE PROPERTY OWNER. AND IT HAS TO BE IT SHOULD BE PARKED ON THE COMMERCIAL BUILDING. IT IS PROHIBITED ON CITY PARKS. AND THOSE ARE THE HOURS THAT ARE ALLOWED TO PARK FOR THE MOBILE FOOD VENDORS. THE OTHER ADDITIONAL REQUIREMENTS FOR FOOD TRUCKS ARE MENU FOR THE ITEM TO BE SOLD, FOOD MANAGER CERTIFICATE, DRIVER LICENSE, INSURANCE SALES TAX PERMIT AND CENTRAL PREPARATION FACILITY WHERE THEY COOK AND PREPARE EVERYTHING. NOW RECENTLY, THE LEGISLATION HAS CHANGED AGAIN AND IT WILL BE EFFECTIVE FROM JULY 2026. THIS IS HOUSE BILL 2844, WHERE THE STATE IS TAKING OVER TRUCKS, WHICH IS. AND THE CITY HAVING FOOD TRUCKS. BUT LOCAL JURISDICTION ALSO HAVE AUTHORITY TO HAVE A CONTRACT WITH THE STATE. SO FAR, WE HAVE NOT RECEIVED ANY FEEDBACK FROM THE STATE YET. COUPLE WEEKS OR I SAY AT LEAST A MONTH AGO THEY REACHED OUT TO US TO SEE IF WE ARE INTERESTED. I GAVE THEM FEEDBACK BUT HAVEN'T HEARD ANYTHING BACK FROM THEM YET. BUT IT STARTS FROM JULY 2026 AND THEN THAT'S DSHS WILL BE TAKING OVER ON PERMITTING FOOD TRUCK. CURRENTLY CITY DOES NOT. CITY OF SEAGOVILLE DOES NOT HAVE ANY ZONING ORDINANCE. SO THAT'S WHAT WE ARE. BILL HERE IS ABOUT TO PROPOSE FOR A NEW SOUP. THE SOUP WILL BE GRANTED TO THE PROPERTY AND NOT THE VENDOR ITSELF. JUST SO EVERYONE WILL BE CLEAR ON THAT, THAT THE PROPERTY OWNER WILL BE APPLYING FOR THE SOUP AND NOT THE FOOD TRUCK OR NOT THE VENDOR, BUT INSTEAD THE PROPERTY OWNER. AND ONCE THE PROPERTY OWNER THAT PROPERTY HAS AN SOUP, THEN. EVEN THOUGH FOOD TRUCK CHANGES OR THE VENDOR CHANGES, THEY DON'T HAVE TO REAPPLY OVER AND OVER AGAIN. OTHER THAN THAT. SO I CAN GO THROUGH THIS CHECKLIST OR YOU CAN READ IT ON YOUR OWN. IT'S COMPLETELY UP TO THE COUNCIL, WHICHEVER YOU PREFER. THERE IS A LOT THAT GOES INTO THESE INSPECTIONS. THEY ARE REGULATED HEAVILY WITH THE HOUSE BILL CHANGE. IT DOESN'T CHANGE MY ROLE AND ASPECT FOR FIRE SAFETY AND STILL PERMITTING LPG. THE LPG IS A REQUIREMENT BY CODE, WHICH IN TURN REQUIRES THE INSPECTION FOR THAT PERMIT TO BE ISSUED.
AND THAT'S FOR ANYBODY USING PROPANE, WHETHER IT BE THE MOBILE, YOU KNOW, LIKE A TRUE
